CDM Regulations The construction of temporary infrastructure required for the AI Safety Summit means that operations must be compliant with the Construction (Design & Management) Regulations 2015. Under the regulations, the following parties have responsibilities as Dutyholders to the following roles; Client – FCDO Principal Designer – Identity Principal Contractor – Identity All persons, who require access to working areas during the construction and de-rig phases, are therefore required to undertake this induction, as part of Identity’s duties under CDM 15. NextPurpose of this Induction To ensure that anyone working for Identity is able to do so in a safe and productive manner To provide information on the site and venue, site rules, site layout, welfare and emergency procedures This induction covers a number of key areas for consideration and your personal legal responsibilities whilst working with us. Working Safely Working safely, personal safety, care of the environment and being mindful of safety issues whilst working will lead to the avoidance of reduction of risks to the Health & Safety of all persons who may be affected by their work activities. Remember Site Safety is a team effort and is not the responsibility of one person alone. YOU are responsible for your works/working area, and in particular, ensuring that they do not harm others. If you are not happy with the actions of others, or how it affects your workspace, raise it with the Production Team. PreviousNextAccreditation Once you have completed your health and safety induction you will be issued with event build/break accreditation on the first day onsite - these will be wristbands. Any staff who are not listed as having completed the health and safety induction will be required to complete this before accreditation will be issued. Build / derig accreditation will be distributed at the production office onsite. Your accreditation must be on display at all times. If you lose your accreditation, please report to the Production Team as soon as possible to get a replacement. Show accreditation will be issued to those working on site during the actual event days and will be subject to the necessary security checks. PreviousNextAbout The Site Bletchley Park Bletchley Park was once the top-secret home of the World War Two Codebreakers. It is now a museum and heritage site which is open daily to the general public. The AI Safety Summit will take place within the existing buildings within the estate but also with a number of Temporary Structures built for the specific purpose of the event. The estate will remain open to public visitors throughout the construction periods and therefore all work on site must be planned to ensure business as usual for visitors. Please be aware that visitors to Bletchley Park include children, families and large groups. As part of the venue offering, they often wear headsets which can reduce their awareness of their surroundings The estate is surrounded by residential properties, with the Site Compound located close to a residential estate. Large parts of the site are original WW2 and Victorian, and care must be taken to not damage any historic fabric. There is also a Tree Protection Order in place across the site and utmost care must be taken not to damage the trees within the estate. Site Opening Hours The site is surrounded by residential properties and operational hours are limited to ensure there is no unnecessary noise nuisance to nearby residents. The site operational hours for this project will be 07:00 – 18:30 Delivery slots will be identified ahead of visitor opening hours to reduce pedestrian/vehicle conflicts. Any deviation from these times must be agreed in advance with Production Management. Working Areas will be secured using fencing and managed by Security. Fencelines must be closed after entering/leaving a compound. Obey any site wide signage displayed When working with other suppliers – ensure agreement is reached over access to different working areas and always keep access routes clear. Clean as you go – we expect general good housekeeping from all contractors to avoid unnecessary trip/fire hazards – don’t expect someone to clean up after you. Please bear in mind that you are working in a privately owned estate and please pay attention to other estate users or visiting public that may be in the surrounding area. Offensive language and unnecessary shouting will not be tolerated. PreviousNextProhibitions No Drugs or Alcohol. Any person reasonably suspected of being under the influence of drugs/alcohol will be dismissed from the project. The use of personal speakers or music devices are prohibited on site. If you need to make a phone call consider the location – strictly not when driving, operating plant or working at height. No use of personal headphones in working areas. Smoking/Vaping is prohibited across the entire estate – designated smoking areas will be provided in the Site Compound only. No use of bikes or e-scooters on site PreviousNextMoving Plant & Vehicles Vehicle movement will be restricted on site when the venue remains open to public visitors Always be aware of vehicle movement on site and always remain visible to the operator/driver Be aware of Blind Spots for larger vehicles articulated vehicles make more exaggerated movements Any reversing and manoeuvring vehicles should have an approved banksman directing movement and monitoring for hazards Do not use hazard lights when moving – use beacons and/or headlights only When not on a public highway the Site Speed Limit is 5mph – this speed limit applies to Gators/Buggies. Anyone found to be exceeding the speed limit may be asked to take their vehicle off site and will not be permitted to drive on site for the remainder of the project Vehicle Routes and Exit Routes should be kept clear at all times – do not block routes with offloading unless agreed with Production Plant Operations No one is to operate plant or equipment or carry out any other tasks for which they do not have the correct training All Plant Operators will be required to sign the Operator Register and provide proof of competence before commencing work Plant Operators will be required to undertake and document daily checks of the machines when signing out the machine each day PreviousNextElectrical Hazards Only trained electricians to work on any electrical equipment Any unauthorised personnel working on electrical equipment will be dismissed from site Any faults or defects must be reported immediately to the site supervisor or an Identity Production Manager Generator Compounds & Mains Rooms Do not block the access route to and from any electrical area Ensure any cabling is laid out in an orderly manner Do not store any combustible materials in any electrical areas PreviousNextGeneral Safety Manual Handling Use mechanical means where possible Beware of the floor conditions and the route you will be carrying the load on Do not try to lift any item if you are not comfortable with the weight – remember the HSE guidance on maximum weight Where available maximise the use of mechanical aids (trolleys or pallet trucks) Use gloves where required Slips, Trips & Falls Housekeeping should happen on a regular basis Keep your work area clean and tidy Ensure tools and materials are stored away from access routes, including leads Once you have finished a task with a lead, tidy it away. Do not just remove the tool Be aware of other trades working in the area, including cable pulling, missing access floor panels & storage of materials If you see something that needs action or could harm someone, make the area safe and tell the Site Supervisor or an Identity Production Manager PreviousNextWorking at Height Falls from height are the biggest contributor to serious injuries in the workplace – ensure you cannot fall from height. If your job requires you to work at height, your must protect your work space so that it cannot harm others. All working at height should be planned in advance and included in your companies RAMS. All fall protection equipment must be inspected before use in line with the requirements under LOLER 1998. When am I working at Height? • Ladder work ≥ 1.8 Meters • Mobile Scaffold Tower • MEWP (Mobile Elevated Work Platform) • Working on bridge structures • Truss work • Working on stage edges • Working on a truck bed Carrying Out Overhead Work When working directly below overhead work a hard hat is required The area below overhead work should be blocked off with the use of a hard barrier and signage Ensure no loose materials or tools are stored at height Any tools being used at height are connected to a lanyard and materials are stored safely Any materials being lifted over head must be correctly tied off until fixed into position Never stand or walk under a suspended load PreviousNextWorking at Height - Ladders Ladders should only be used for short term work. Ensure that you have the correct height ladder for the task Ensure a ladder is the correct piece of access equipment for your job by considering the time frame and reach needed – never work outside of your reach when using a ladder. Always check for defaults, all ladders in use should be properly maintained. Never stand above the second from top rung, or have a foot either side of the apex. Always face into the ladder, three points of contact and two feet on the ladder at all times. Only one person should work on a ladder at a time, a second person to foot the ladder for you. Only work from one side of the ladder – make sure this is the side designed for use PreviousNextWorking at Height - Scaffolding Towers Ensure it is has been erected by a trained person All handrails, mid rails toe board and outriggers must be in place Use the access hatch on the inside of the tower to access platforms, do not climb on the outside of the platform All tools and materials should be correctly stored on the platform All access platforms must be checked by Identity & a Scaffold tag issued and visible when safe to use PreviousNextAsbestos Asbestos is present in a number of locations on this site. If you are required to work in these areas, please ensure that you do not go into unauthorised areas without strict permission from the Production Management. You should ensure that you do not disturb the fabric of any building you are working in. If you have a valid reason for doing so – please raise this with the Production Management before completing any works PreviousNextPermits To Work A Permit to Work system will be in place for Ground Penetration and Hot Works only. Should you need to undertake operations, which require either of the above, you must ensure that you liaise with Site Management and the Duty Site Safety Officer, in order to open a permit to work. All contractors, who anticipate such operations, must ensure that this is covered in advance, within submitted Risk Assessments and Method Statements (RAMS). PreviousNextWelfare There are welfare facilities on-site available to all staff & contractors please make yourself aware of these whilst you are on-site, these include: Toilet facilities Handwash / hand sanitiser stations Undercover and dry rest areas for site and technical staff Access to drinking water We discourage the use of single-use plastics, please bring a reusable bottle for water refilling and hot drinks. Hot water provision and the means to heat food. Please take measures to look after your own, and everyone else’s welfare whilst on site. The event construction period will take place over a prolonged period and a variety of weather conditions are to be expected. HEAT - where possible, do not work in direct sun. Take regular breaks in the shade and drink plenty of water. If you feel sick or faint, stop work immediately and seek medical attention. EXTREME COLD - where possible, additional hot beverage breaks may be required. Weather - Take extra care in inclement weather and wear appropriate clothing for the conditions. Do not work whilst tired. Take sufficient breaks and make sure you remember to eat regularly and drink sufficient amounts Please try to keep the beautiful event site clean and tidy – dispose of litter appropriately PreviousNextMedical Arrangements There is a medic located in the production compound at all times during the build and break, please contact the Production Team via radio for assistance. Please ensure all first aid incidents are reported to and recorded by the Production Team. The location of the nearest hospital with 24-hour Accident & Emergency facilities can be found in the Production Office onsite. PreviousNextSecurity - Staying Vigilant Security is employed as asset protection and to deter anti-social behaviour during the construction period. Ensure that you support operations at all times. This event is high profile and involves a significant security operation. There may be a police presence on site during the build. We strongly encourage further awareness training through the following course/s, which are available free of charge. We recommend the ACT Awareness Training available free online for all. If you see any unattended bags, consider the 'HOT' principles - does it look obviously Hidden, is it Obviously suspicious (wires or similar) and is it Typical of the area (if it's a sporting activity is there a parent nearby). If you do see something that concerns you, speak to a member of the security team, or site management for a second pair of eyes. They can escalate to the Police Operations on-site, if necessary. In order to ensure vigilance amongst the workforce, we encourage an awareness of Counter Terrorism, and to be conscious of Hostile Reconnaissance. Do not be afraid to report behaviour to someone else, which looks 'out of the norm', even if it is just a feeling. This could be someone dressed unusually or someone taking photos/looking at areas, which seems unusual. PreviousNextEmergency Procedures Evacuation Muster Points for staff and contractors will be signposted in the Site Office and at the Crew Welfare Point. If you are unsure of the Muster Point, please ask the Site Manager. In the event of an emergency, which requires an evacuation from any area across the project footprint, instructions should be followed locally. This may be by the Identity Security or Site Management, or Thames Valley Police as this may not be led by the Identity Site Management. Do not attempt to move vehicles if they are in an area that is being evacuated. You will only be permitted to re-enter the site when confirmed safe to do so. In the unlikely event of an incident, which appears to be Terrorism (incl. a lone wolf attack), everyone is advised to follow the 'Run, Hide, Tell' principles. If you discover a fire/emergency or / a fire/emergency is reported to you Within existing buildings - activate your nearest Fire Alarm Call Point In construction areas – alert your supervisor or a member of the Identity Production Team immediately Fire Extinguishers should only be used on small fires and where you are trained in the correct use If and alarm is raised; Stop what you’re doing Make your way to your nearest emergency exit or into a clear area Emergency Exits Make sure you know where the exits are when working in partially developed construction areas or within existing buildings Always keep exit routes and emergency exits clear Always display your vehicle pass with your name and contact number clearly on the dashboard of your vehicle to ensure that we can contact you quickly in the event your vehicle needs to be moved to allow Emergency Service access. PreviousNextAccident Reporting Accident = An unplanned event that causes harm Near Miss = An unplanned event that could have caused harm Unfortunately, despite our best efforts, accidents can occur. Never think it cannot happen to you. By adhering to your Company Training, RAMS, and the rules set out in this induction, the likelihood of you having an accident is reduced. If an accident does happen, we just need to know how it happened. The purpose of an investigation is to establish the causes of an accident or near-miss, and not to apportion blame. We encourage all suppliers to report Near Misses, so that appropriate learnings can be taken. To help us stay safe on-site and learn for the future please report any: Accidents Incidents Near-misses (no matter how trivial it may seem) Dangerous occurrences Unsafe practices or conditions you have witnessed on-site. Where a contractor is responsible for notifying a reportable incident to the enforcing authority, that contractor will be reminded of their responsibility. These must be reported to the Production Office or the Event Safety Advisor as soon as it is safely possible to do so. They will investigate these incidences and may ask you for more details for their report.
